Now that java.util.concurrent is part of the core, are there any plans to port JCS to use it in a version for .5? It seems unnecessary to include a dependency for stuff that's already part of the standard API.

Port to the 1.4 backport-concurrent library.

Port from the original concurrent library to the 1.4 backport of the concurrent classes in the 1.5 libraries. This is merely a repackaging of the original concurrent libs with the 1.5 naming and packaging.
